Seminar on maximizing e-services uptake in ZAGS Agencies of Kaliningrad region took place on the 24th of September 2009.

Seminar on maximizing e-services uptake in ZAGS Agencies of Kaliningrad region was realized by Adcap Project Experts on the 24th of September 2009.

It was attended by 12 representatives of ZAGS Agencies of Kaliningrad (ZAGS Agency of KRG, 3 ZAGS Agencies of the municipal district “The city of Kaliningrad”, ZAGSes of Gurievsk, Svetlyy and representative of ICT center of Kaliningrad).
ADCAP experts presented their ideas to the participants from 10:00 to 17:00.

The speakers were:

  • Inna Tussenkova and Sergey Mironov – local ADCAP public finance experts, who presented cost and benefit analysis theory and practice and suggested case study for analysis.
  • Wahid Chabane – international ADCAP public finance expert, spoke on the subject of French experience in using and developing e-services for the population.
  • Laurent Potet – international ADCAP e-government expert, presented theory on return of investment issue and risk analysis and offered several business cases for discussion and analysis.


100 % of participants found the presented for the discussion information new and actual.
60 % of participants think that knowledge and skills which they got on the seminar can be used in everyday work of ZAGS Agencies.
25 % of participants consider that knowledge, which they got, will become useful for everyday practice in the future.
15 % of participants do not think that presented information will become usable in routine work.
It is very important to note that 75 % of the participants wrote in the evaluation that they have some questions on the subject of the seminar and would like to get some additional information about the existing international and national practice of rendering ZAGS e-services to the population.
25 % of listeners did not mention any questions which they wanted to discuss on the topic of the seminar.

It is very important to mention that all the participants were very active and emotional in discussion of seminar questions and showed interest and understanding of new methods presented to them.
In general, both organizers and participants prove the value of such seminars for rising level of skills and knowledge of public and municipal servants in deploying and rendering e-services.

We propose that seminar with more participants to be organized for KRG departments staff on the subject of maximizing e-services uptake by the population.
